Water Cooling making noise?

Recently this past month a fan on my PC has been making noise. I believe that it's the water cooling fan because when it turns off, it makes no noise after. I believe its on its way out, after 7 years.

Aren't fans supposed to make noise? Is it making more noise than usual, a different kind of noise or?...

It's making a buzzing noise and gets more aggressive. I was able to calm it down by reducing my CPU clock, but I think it's my water cooler on it's way out. It's a H100I liquid CPU cooler on a I7-4790k at 4.5.
