Water cooling might be pretty bad?

Hello. I think there might be something wrong with my water cooler, but I don't know what it would be. My i7 4790k is running at 50-ish °C when it is not under load but just having a few chrome tabs open. Watching Netflix and so on. At the start when I just bought this Cooler it was running just fine cooling my CPU down to 20-ish °C.

CPU does not perform better when its cooler or perform worse when its hotter.. only time it can get slower is when its throttling down to cool down.. which only occurs when it overheats and that is like over 90c


I did that a couple of months ago when I needed a new motherboard :)
 


Yeah the thing is, I had to turn of my overclocking on it since my CPU went all the way to 70 degrees when I overclocked it. Where before I could overclock it and still keep it at 20-30 degrees :/
 


It might be safe but wont it lose performance if it's too hot?
