Water Cooling Question?

So i've built PCs before, but i've never water cooled. Now this may seem stupid, but i've honestly never looked into it before. If i bought a CPU cooler, say this one - http://www.amazon.co.uk/gp/product/B00SV7IEJI?psc=1&redirect=true&ref_=oh_aui_detailpage_o00_s00, would i need to fill it with a liquid or does it come with the liquid already inside. Also, what is the advantage of placing the fans on the front or back. Thanks.

AIO coolers like that one are self contained and no different in use than air coolers. Just set and forget.

As for front vs back, that depends on your fans and case. In general though, you'll mount it on the top of your case with fans below the cooler and blowing air out the top, or in front of the case with the fans behind and sucking air through (basically fan-cooler-case in both methods)
