Water cooling when to?

All depends on your plans for OCing. A hyper 212 EVO generally will cool better or at least as well as most AIOs up through a H100, if going to do so would go a 240 AIO, and keep in mind they are often noisier than a good Air cooler. The Lepa Aquachanger 240 is pretty good and on the quieter side, they also have a new model coming to release called the EXllusion which is very good, have one on my Z170 Hero/6600K right now and it's the best I've had on this so far (which includes trying a 212 EVO, and Cryorig H7, the Lepa Aquachanger, a Seidon and a GTS V8) (been playing alot 😉 )
a water cooler is not really necessary some air coolers can be cheaper with similar performance, unless you prefer things to be quiet and water then an AIO water cooler could be good and quiet unless your planning in a custom loop. you should look for some air coolers before looking to AIO water though
