Simply just because the fans are no longer required. The water block that you use for your graphics card contains a metal conductor (normally copper) which will be the transfer of heat away from your graphics card. Keep in mind that waterblocks differ for different cards so if you plan on buying one make sure that it will actually fit your card beforehand. Instead of the fans on your card the water is transferred to a radiator which you will also require, this radiator will act as the fans for your graphics card as such.
Hope this helps
