[SOLVED] Watercooled RTX 2080 High Temps and Low FPS

CPU: 9900K with Bitspower Monoblock
Mobo: ASUS Maximus XI Extreme
RAM: Corsair Vengeance Pro 32GB
GPU: RTX 2080 with Bitspower waterblock
Case NZXT Phantom 820
PSU: Corsair RM1000i
3 Fans for intake (x2 140 Bottom on top of my 280 Rad and x1 200 Front) 6 Fans for outake (x1 140 Back and x3 140 on the bottom of my 420 Rad and x2 200 on the top of the Rad)

I just finished building my first PC and i think i have everything set up properly. Im wondering if my missing anything that can help me out.
My GPU is power by 2 (6 2-PIN) Cables
The GPU Driver is updated to 441.20
Windows is updated to 1903
Installed MSI Afterbuner and ASUS GPU Tweak II
My CPU Idle Temps are 25-30 C
My GPU Idle Temps are 30-35 C
Using Displayport 1.4



When ever i start up a Game Monster Hunter World at startup my FPS will be 120 FPS and then they will dramatically fall to 10-12 FPS start stuttering and my GPU temps will surge to 87 C. Even when i startup my PC my temps have to come down from 50c. I understand that good temps for a RTX 2080 is around 70-75C but i need help getting mine operating properly. Do I need to RMA my GPU!
 
Solution
You may need to reseat the gpu block, and apply new paste. Make sure all the thermal pads are correct and the block is making good contact.

Good temps on a watercooled 2080, imo, would be sub 60. Mine runs about 55 during long gaming session. 87 is unacceptable and makes me think it's a contact issue.
