there is no practical reason to watercool GTX 970.
the rest depends on your budget

Its pretty much, just for looks. Budget around 300-400 euro.

300-400 euro is a decent budget for a custom loop. and yet, i'd leave the GPU out of the loop. GPU block will cost 130-150 euro and is not transferable to the next card. 970 just does not worth it.
What case do you have (to have an idea what you can fit in)?

You can go in steps:

Some 240-320 res (for CPU only 240 is more than enough, for CPU+gpu 320 and up is enough). I like alphacool ST30 XFlow rads due to the flexability
