watercooling loop with a $1600 budget

Could someone show me what a watercooling loop consists of and is it possible to get a custom loop in a $1600 pc with a gtx 780 or 770. What would be the best processor for a dual screen setup and would watercooling make a difference if i got a cheaper graphics card and watercooled that over a 780 with air cooling?

If your watercooling, get an Asus Poseidon 780. It has inbuilt watercooling capabilities included, so saves a lot on buying the waterblocks. And if it is just for gaming, get a i5 4670K and an Asus Maximus Formula (you can watercool the power bridge) or if its for work and that, get a i7 4770K
