depends on what your trying to gain from oc.
for gaming the gpu would be the biggest impact, ram most likely wont do much more than that (and gains arent that big going from 3000 to lets say 3200), and manual cpu oc is usually only helping when running all cores (e.g. when MT is more important than ST), which is less likely when gaming.
but as long as you can do 3.9 on all cores, it should be fine.

550 should be enough (i prefer 600-650 so you wont have to worry on future upgrades),
but not with this psu.
the M is a relatively crappy unit compared to the non-M, and doesnt even come from the same manufacturer (iirc).

the psu is the most important part in a rig (nothing works without power), and i would
rather go "overkill" than "cheap".
the evga g+/g3/g2/g1 or seasonic focus gold (not the plus, its a bit noisy) and the corsair rm/tx series would be much better.
had to get 2 units myself (one new build/one a replacement), and went for the evga g1+,
as other similar units are a lot more expensive, or arent as good (design wise) as the evgas,
but it doesn't come 650w.
then again, the 5/10$ difference (over the g3s) isnt that big.
definitely worth the 20-30$ over getting the cx, especially with the longer warranty coverage.

If you already have the parts, try it and see what happens.
