Question Wavy lines

Hello sirs/mam, yesterday i bought a 20inch dell monitor, and when i tested it home, i see some wavy lines. Here is the pic, do you know what is the cause of this?

Model for the Dell monitor? Is it used? Also, how is it tethered to your system? Discrete or iGPU? Might want to rule out a faulty display by hooking it up to a donor system. If the display is fine there then the issue is with your system. Might want to swap out cables to see if that's the issue.

The model is dell e2014hc. I think is pre-use. I only bought it $50, but i test it in the store theres no wavy lines. My motherboard has only hdmi, so i also bought hdmi to vga adapter/connector. And the monitor back & my computer is grounded. Im not using videocard
