Wavy Moving Lines

I have desperately been trying to fix this for 2 whole days, and haven't had any progress. I've literally read around 50 threads on how to fix this, and have had 0 luck.

I don't know if it's drivers, or the monitor, or something different. I only see the lines when windows is running (I do not see the lines in BIOS). The lines somewhat change when I change the refresh rate, however they always come back (and they're always there no matter how small, or large the lines are - they differ).

(It is sorta like a fuzz, but they're lines moving everywhere)

(If I put my desktop background as a darker gray, the lines sorta look darker purple if you pay close attention)

Have you tried on another monitor ?

I'm not sure what could cause this, but if you say they are "moving" it's probably defective electronics from the monitor, which cannot handle the pixel rate (signal bandwidth) in windows anymore. In bios there's a lower resolution, so probably the signal bandwidth is less and the problem doesn't appear.

My suggestion is... take your computer to some neighbor or friend and see if it does the same thing there. I'm fairly convinced it's not.

Also, it could be the cable itself. Are you using a VGA or DVI cable ?

I am using a VGA Cable. I'm fairly sure it's not the cable, nor any hardware problem.

When I change the refresh rate, it somewhat changes. Sometimes it gets more noticeable, and sometimes it gets less noticeable. They change really randomly.

I have tried switching the VGA cable, and still the same issue. I don't have much knowledge on this subject, however I'm convinced its something related to the refresh rate.

Finding the cause of a problem is often addressed by trying to rule out what the problem isn't. In this case if possible you need to rule out a problem with the cable, with the graphics card or with the monitor. You have done this with the cable already, now ideally you need to try a different monitor to see if the issue persists, if it does then you know it's nothing to do with the monitor whilst if it doesn't the issue lies with the monitor.

Are your graphics drivers up-to date? if they aren't please ensure that you download and install the latest version.

A colleague had a issue where the screen was covered in artifacts (slightly different to what you are experiencing) and the issue was with the graphics card which needed replacing.
 
I would try changing the resolution also, not just the refresh rate. I see you are running at 1024x768 which is aweful low unless your monitor is under 19". It's hard to tell from the picture if this is a LCD (flat screen). If it is, be sure to run at it's native resolution.

Also, as stated, try a different monitor too.
