Question Way to remove AMD graphics drivers using CMD or manually?

Hi!
Windows 8.1. I can't get into Windows and I know that if I remove the AMD graphics drivers it will work. I have access to Command Prompt and the files on the disk, so I can remove these drivers either with CMD or manually. How to do it?

Edit: forgot to mention I cant get into safe mode either
