Question Ways to reduce laptop temp? 60C idle - 95C Gaming

Playing any game causes pretty much instant throttling.
I have a cooling pad, run my fans on max and underclocked CPU with intel extreme tuning utility.
Specs:
1060 6gb
i7 7th gen

Which laptop would be it?
Have you tried re-applying thermal paste if the laptop is older?
Also do you hear fan ramping up?

Sounds like you got CPU cooler problems, but you need to specify your laptop and specs.
When IDLE at 60'C something is defintely wrong, and the 2 things are

1. Cooler is faulty
2. background programs are constantly running making it work hard (you would see this in task manager though).

I think I might try re-applying the thermal paste. I run no unnecessary programs in the background (CPU around 2%, not gaming)
