WD Harddrive is Spinning Up but not detected

Disk management, Saftey Device Remove, Doesn't Show up Anywhere it spins up and makes normal sound and changing the cables does nothing

ITS AN EXTERNAL HARD DRIVE.

Does it use another power supply or is it 2.5" drive ?
Could also happen that USP controller is bad. Taking it out of the enclosure should be able to connect using SATA cables to an desktop compute or try connecting via another, universal SATA to USB adapter..

Its my passport AV-TV external hard drive.
