WD HDD not partitioned

I am trying to Partition My WD MY Passport, however when trying to initialise the drive i am greeted with an access denied pop-up. i am the utilising the in-built Administrator account for windows to ensure that i have the essential permissions, however this does not work, i believe i must change the settings in the security tab of the device however due to the fact that the drive is not partitioned, the drive does not appear is windows explorer only device manager. Therefore i seem to be in a vicious loop. Would anybody be able to assist with this issue. Thank you in advance.

Does it appear in Disk Management?
And you must run Disk Management as Administrator.

Does it appear in Disk Management?

It does appear in Disk Management however i am unable to access any security options in this, it appears completely black (not partitioned) and when i try to partition or initialise the hard drive it says Access is Denied. I am it is not a computer permission issue but an issue with permissions towards the device itself

Do you have some data on the drive? Is this a new one?

I believe it would be a nice idea to try the drive on another computer.
