wd passport is detected but cant access

my wd passport is detected but it appears as local disk (H) on computer and when i try to open it my windows explorer does not responding at all? what should i do? icant even format my disk

Try a new cable, try it on anther computer. If neither helps, remove the drive from the enclosure and plug it in directly into another computer as a secondary drive. If it's not read that way either and keeps saying to format it, try a utility called testdisk to try to restore the partition info, if the drive is even detected. If that fails, the drive is bad and you need to replace it.
