wd passport issue

I'm able to see it on device manager. No yellow warming sign. Does light up and slight humming from the device. Nothing shows on disk utilities as well on a Mac. Able to see there is a device connected on the bottom bar and can 'safely remove device' but does not open a print to view files and does not appear on finder or Windows. Please help!

I'd strongly recommend you to check how the WD My Passport shows up in Disk Management in Windows. Posting some screenshots from there would be really helpful. If the external HDD is recognized there, you should try right-clicking on the volume and attempt to Change the Drive letter and Paths. Hopefully, this will get you access to your files on the drive.
Another very important thing to do is check the health and SMART status of the HDD by running the QUICK and EXTENDED tests from WD's Data LifeGuard Diagnostics for Windows .
