WD Passport on, but not showing up

Apparently tons of people have a problem similar to this, but not quite this. When I plug my WD Passport 1TB into my dell precision mobile workstation 7510, the light comes on, but it doesn't connect. It is not in device manager, disk manager, or anywhere on the computer. I have tried every usb on this computer (they are all 3.0) and a usb flash drive is able to be read on all of them. It also does not make the notification sound. I am running windows 10 pro. When I plug the hard drive into my old laptop (windows 7) it works, and my desktop at work (windows 10). I am completely stumped.

Immediately, within Windows 7, using Macrium Reflect or anything similar, using a usb or dvd boot, make a full image of every partition existing on this HD onto reliable external media (I prefer a HD, however, your choice).
That way, you can experiment with various potentially-working ideas and practicals AND have a backup that can be restored, partition by partition, if need be.
