Hello, my drive runs continuously and I am unable to have the computer recognize it. I have it plugged in to a Toshiba laptop running windows 7. What could be the problem

It might help if you provide more detail. Assuming it is an external drive then try plugging it to another system. If it is recognized the problem may well be with the laptop. If it is not then you are looking at a faulty enclosure or HDD.
