We can't create partition...

Okay.
Hello everyone. I have been in front of my desktop all day trying to sort this out.
I was trying to reinstall Windows 10 onto my system after I kept getting spinning white circles at boot.
Motherboard is Asus Crosshair V Formula-Z.
SSD is Samsung 850 Pro 256GB.
I have looked through the internet some, but haven't found anything that works.
I've tried both the Windows USB/DVD tool and Rufus(not sure if with the right settings).
I've tried USB 2.0 and 3.0 ports; flash drive is a SanDisk Cruzer.
I've tried using the diskpart commands; select-clean-create-format-assign-active-exit.
I've tried different .iso files.
There are some settings that I haven't messed with in the BIOS.

Now, I am attempting to install Windows 7, hoping that this is an update error, but it doesn't seem to be with a particular .iso.
I'm hoping it's not my equipment.

I don't understand this too much because... well I've never hit a boot issue that I couldn't solve.

Well first of all you want to use USB with RUFUS formatted to NTFS and plug it into a USB 2.0 port to install windows. Secondly, I would try a fresh install, as you say your trying Windows 7 thats good as Windows 10 can cause problems. So try clean install, delete everything off your SSD and create New partition. Go through the install process and see if that helps.

I can't even respond. I'm happy and mad at the same time. I could swear that I've tried that booting with that method at least 3 times. I tried any method at least 3 times each.
It is working now. I will pick your reply as the solution once it is all done.
