Weaker HDD but faster access speed

I got two seagate drives
one is ST31000524AS which rpm is 7200.12 and cache 32 MB
another one is ST2000DM001 which rpm is 7200.14 and cache 64 MB
i installed ST31000524AS with i7-3770 and 16GB RAM
and i installed ST2000DM001 with another config with i7-4770 and 8GB RAM.
When i open chrome ,the one with weaker ST31000524AS only take 1 sec to direct to google.com
but the one with stronger ST2000DM001 take 5 sec to direct to google.com
Whats the matter ?
 
network connections, your hdd will have literally no difference while browsing,it is onyl opening where you will see the difference. might be different nic settings, generally disabling the energy efficient settings as well as interrupt moderation disabled.
 

But there is also another issue , on the ST31000524AS rig , when system start up i loads the shortcut ( appeal the icon) quite slow , but on the ST2000DM001 which suppose to be faster even load slower. I got no start up programs on ST2000DM001 but some on ST31000524AS and both using Windows 8.1 .Why ?
