I'm building a pc for someone that will only be used for Web browsing and word processing.

I'm just wondering what are the cheapest parts I can use to achieve a pc that will accomplish this task for a few years.

I live in Australia and I would like to keep the build under 500 including os.

Yes, building one is often 'better'. But at that price point and use case...including an OS...just buy one.

I am not sure were you would buy but parts wise
Monitor any you can afford or better still current hdmi tv
Case cheapest you can get with a psu (upgrade later for better performance and quietness)

For a performance boost, then you could add something like this:

And then just fresh-load the OS on the SSD before you activate it and use the HDD that comes with it for storage. This should still serve as a good basic-purpose computer for several years yet.
