web page took too long to respond

I have a newly built PC. sometimes I have the issue of not able to get on any website. I always get the time out error message. I only use chrome and I will check if edge has the same issue. the strange part is, while not able to get on any website, I'm still able to use steam and play all the online games. the time out issue also does not last very long, usually thirty minute maximum, then it returns back to normal. Please help

OK so i found where the problem is after replacing the motherboard and accidentally booted into windows through HDD. Yes I installed windows in my HDD before I got the tools to install SSD onto my motherboard. But I knew the speed of SSD so I installed windows on that again after SSD was installed. But there must be some issue with this copy of windows because when using the windows installed on HDD everything is perfectly fine. When it comes to the SSD, problem still exits. This explains both the freezing and the network timeout error. next step is get another SSD for me.
