Web site blocking

Can you block sites in Win ME or 2000, without a Proxy server or other 3rd party software?? I'm building a computer for a friend and don't want his wife to go overboard shopping online. Thanks.

If you know thew name of the site she is trying to go to you can go to Iexplorer|tools|internet options|security|custom level and type in the site that you dont want and it wont let you go there. It works good for kids of all ages.

Behavioral Modification 2.0 may be able to help you. It requires the cattle prod accesory to work effectively though.
But seriously, how could you possibly block access to every objectionable site there is?
