What are the best web sites devoted to creating new levels and mods for
Quake 3?

Looking to download tools, tutorials, models and textures.

A good place to start would be Polycount.
http://www.planetquake.com/polycount/
Then UpsetChaps Guides.
http://ucguides.savagehelp.com/Quake3/AquaQuake3Guide.html
Both should have more links to more goodies.

Quake3World editing forum:

LvL map review & download site:

Beware the Q3world forum appears to be getting overrun with Doom 3 stuff however
they have an archive that could prove valuable.
