webcam blocked by registry

So I just got my webcam unblocked by the bios and it finally appeared in the device manger with a yellow triangle, saying

The drivers for this device are not installed. (Code 28)

The installation of this device is forbidden by system policy. Contact your system administrator.


To find a driver for this device, click Update Driver.

now, i'm an admin so I can change anything, I asked the IT person, he said it's blocked by the registry, I googled the location in the registry and group policy but I can't find anything on google that's actually useful, so any help?

using windows 8.1 and surface pro 3
 
The reason I asked is your statement that "it is forbidden by system policy".
IT departments will do that to prevent users from attaching devices which could compromise security.
But if you say this is for your home computer then there is something else at work here ( no pun intended).

th3p00r raises a good point. If you are trying to install (activate) a webcam on a work laptop, your IT department is probably blocking it for security reasons. If you are bringing your own laptop to work...same situation.

I was a SysAdmin and we were very strict went it came to this sort of thing.
 
i get both of your points, but as for security i don't think it a problem for my it department and yes it's a school laptop, the bios's password was given to me by the IT specialist, after i told him about it still being blocked he told it's blocked by the registry but i'm busy so go and google how to unblock it from the registry, and he only comes once a week that's why i'm trying to do it myself instead of taking the laptop to him the next day.
