Webcam doesn't work

Hi! I just got my new Creative Live! Cam Chat HD webcam and when I start skype or its software( Live Central etc) it says Your webcam maybe used by another application. and It is so frustrating, I already exited any backround apps that seems to cause it by no chance. Anyone can help me out there?

Open skype click options then click the button that says video settings and mess around in there i dont have a webcam so i dont know but i tried
