Question Webcam flickers

Hi,

I recently tried two USB webcam (all installation free and 1080p). Both of them work fine on my laptop but flickers a LOT on my pc. They will flicker for a good 20 seconds and crash the windows camera app. I tried changing the quality all the way down to 480p or refresh rate from 60 to 50 hz and it improves a little bit but still has issue. I tried privacy setting, usb power setting, switching between different USB ports, upgrading the windows camera driver. None of these solution works. Very frustrated. Please help.

How old is that SeaSonic S12IIII PSU? Heavy use for gaming, video editing, or even bit-mining?

How full is the Western Digital SSD? Any other drives?

Look in Reliability History and Event Viewer for error codes, warnings, or even informational events that correspond with the flickers and crashes.

The power supply is new. Just built this pc a month ago. The SSD is super empty as the pc is still new. no bit mining no video editing. only play a bit of game. nothing heavy.

I didn't see anything in reliability history that caught my eyes. Saw error code in Event Viewer. not sure if this is related.
