Question Webcam having random glitches on image produced ?

Hey guys, so I just got a new webcam(Logitech 1080p Pro Stream Webcam) for my desktop (Windows 10 Pro build 19042.985, 6700k, GTX1070, 16GB ram), and I noticed that the video produced will always glitch or flash a color for a frame (like it will flash bright green or blue). I have tried a different webcam and the same issue happens with it too. I have tried reinstalling the windows drivers for it, I have tried different USB slots and USB controllers, I have tested the webcam on a Linux drive running on the same computer with no issue. I have even tried all of the recommended software that Logitech provides but to no avail. I did notice that it appears to glitch when I load something up, like launching steam, playing a game, opening a web browser. Has anyone seen this before or have an idea how to fix it? PSU: make, model, wattage, age, condition?

How many other USB devices are connected to your desktop? What are those devices?

Try running the built in Windows troubleshooters - the trouble shooters may find and fix something.

Also try "sfc /scannow" and "dism".

The next step would be to open Resource Monitor to observe system performance while loading something up, launching steam, etc..
