webcam is inactive

hello my pc toshiba has a webcam but is not working currently after my pc was been formatted

Did you download and install the Windows 7 drivers from Toshiba after you reinstalled Windows? http://support.toshiba.com/support/products?cat=Computers

Download and Install webcam drivers from toshiba's support site and also by choosing the type of Os that's been installed on the computer
