WEI not working and Windows not Shutting Down

Hello,

I have had some annoying problems with my Windows 7 64bit installation.

So far, I have reinstalled Windows 3 times, drivers, etc and I still experience the same issues which are:

Windows will not shutdown but reboots on shutdown.
Screen resolution is not stable and I have to re-adjust often.
WEI does not work.

My system specs are listed below, all bought last July.

Intel(R) Pentium(R) CPU G850 @ 2.90GHz
Intel Desktop Board DH77DF
Corsair Builder Series CX430
OCZ NOC-MSATA-30G 30GB mSATA Nocti-SATA II Solid State Drive
Corsair 4GB DDR3 1333MHz (2x2)

Yes, I had plenty blue screens in my first install. Not any for now but I still have the same problems of Windows not shutting down.

How can I determine what is the actual culprit, memory or motherboard?
