WEI score of 7.9 mean shouldn't upgrade?

As the title says. If you have a windows experience score of 7.9 (7.6 on cpu for me) does this mean it is a waste of money upgrading?

(The pc is 3 years old and bought new ram recently.)

That score would be helpful if any software or game manufacture actually used it but they don't. Its only to show how well your hardware will handle windows OS.
The score doesn't represent performance in an area you might need or use. The best way to see if you *need* an upgrade is to simply see if the pc is lacking in an area compared to your preference.
