WEI went down

I'm using windows 7 ultimate.once my pc was overtimely used and it went something wrong.after shutting it down for some rest I decided to turn it on again but it didn't!!!. I took it to the service shop they said hard disk is passed away and should be changed...but the point is before the change of the hard disk my computer's WE I was 4.6....after the disk was changed it went down to 1.0!!!!.it's a *...can I know what's happening

Use Task Manager and Resource Monitor to observe what all is running on your pc,

Likely there is some bottleneck that can be corrected.

Would help if you post more details about your pc.
