Weird artifacts on the bottom of the screen

I'm experiencing weird artifacts on the bottom part of the screen. I have returned to monitor and they said the monitor is perfect. I have just rma'd my gpu and they are sending a new one now but the problem is that I am now seeing artifacts everynow and then with the onboard graphics. This problem was mainly in games but now without the gpu its showing up at windows. I have no idea what the problem could be. The reasson I thought it was the monitor was because my secondary screen never had problems even now. I have tried them both seperatly and the secondary one is perfect at all time. I have tried changing windows. I have tried clean drivers. I have tried anything I can think of even changing hdmi cable. Any suggestions? Thanks in advance my specs are below.
