Weird behavior after shut down

Detailed issue:

Ever since a few weeks ago, when turning my computer on from being "Shut Down", my computer hangs past the windows logo. The main monitor says "no input detected". Both of my DP cable'd monitors go blank. After a few minutes it loads into windows, and usually my internet connection is not working (the little warning logo). I am hardwired into my modem/router. If I hit restart, it reboots very quickly (15-20seconds) and the internet is working.

I plugged my TV in via HDMI and it is blank also, so it's not a monitor issue as far as I can tell. All of my monitors/tv are plugged into my GPU.

This happens almost every single time, sometimes the internet is working but 99% of the time it hangs for a few minutes after the windows 10 logo. This is the only issue I noticed on my PC from day to day use.

If I shut down, then press the power button, it hangs. If I hit restart from within windows, it boots in a few seconds.
