Weird behavior - CTRL key is spazzing and won't stop

I built my own computer about 5 years ago or so. It was my first computer, so I messed up a lot, which is probably why I'm having issues, but have learned quite a bit about building them since then. Specs are the following:

My computer has been working great. I primarily use it to play video games and listen to music, watch movies etc. There's one issue that I've been dealing with for several years now that was manageable until just last night. Whenever I would restart my computer or if it was off and I turn it on, the CTRL key is always spazzing or acting as if it's being held down or constantly pressed. After much trial and error, I found the fix for it to be to open the On-Screen Keyboard and press the left CTRL button on my keyboard. This would fix the problem but render my left CTRL key useless (left CTRL key stopped working regardless) - it would do nothing when I pressed it. I was using Windows 7 at the time. I started to have a different issue, which was my right Shift S wouldn't work - so I couldn't use capital S the way I was used to. I recently upgraded to Windows 10 about 2 or 3 weeks ago, the Shift S problem got fixed but the CTRL problem got a little worse, I could no long click my left CTRL key, I had to actually click on the CTRL button on the on-screen keyboard with my mouse to fix the problem. I also started to have a different problem which made it so my computer didn't recognize that there was an ethernet cable connected to it, it would constantly be searching for a wifi to connect to. This was fixed by just restarting my computer again.

However, last night I was in the middle of playing a game when my CTRL key started spazzing out in the middle of the game. It had never done this before - it was always fixed after I opened the on screen keyboard and did the above steps immediately after booting. I tried restarting a few times, I turned off my computer overnight, but the problem is persistent. Playing a game or not, the CTRL key is spazzing, acting like it's constantly being pushed or the button is being spammed. I can see the CTRL key messing up when I have the on-screen keyboard open. My computer is not usable at the moment due to this issue.

I'm assuming it's probably a motherboard or CPU issue but does anyone know why this is happening and how I can fix it? If I need a new motherboard or CPU or anything, does anyone have any recommendations on something that would be compatible with my system? My budget is pretty open but any recommendations would be greatly appreciated. Something equivalent to the parts I have or slightly better would be ideal.

Try a different keyboard and see if the exact same thing is happening. If that is the case it could possibly be a driver issue, but if its just that keyboard it could also be something else. Something similar happened when I spilt some water on the keyboard, also for me a bunch of keys stopped working and others worked half the time. Thats why I now have a keyboard that is waterproof and has drain holes in case something like it happens in the future.

I actually tried plugging in 2 different keyboards but i still have the same issue unfortunately. I forgot to mention that in my initial post, sorry about that.

Could be the sticky key in windows.
Click Start → Control Panel → Ease of Access → Change how your keyboard works.
Make sure all boxes are unchecked.
Press the OK button to save your changes

I disabled Sticky key a long time ago because I use Shift as one of my main keybinds for video games, so I'm positive it's not that. I'm almost certain it's a hardware issue, just wondering if anyone has had any similar problems or knows what it could potentially be linked to.
