There is a weird buzzing/scratching sound near the cpu area. It only occurs when i am running windows, if i am in bios the sound won't start. Anyone know a solution?

Hi there Jakewc,

There's a chance that your HDD is the component that makes these scratching sounds.
This is why, it may be a good idea to back up the data stored on your drive. After that, you can test it: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility

Another thing you can do is to attach it with different SATA and power cables, to another SATA port.

Let me know how this geos,

Have you tried using a different power cable as well?(you attach the HDD with both SATA and power cables)
Are you sure the sound comes from the HDD? Have you localized it? If the cables are long enough, you can take it out of the system so you can be sure if this is the case.

I have discovered that the sound occurs only when the exhaust fan is plugged into the power supply. I am unsure if the fan itself is making the noise, or if it is the power supply making the noise but only when the exhaust fan is plugged in.

The fan I'm speaking of is a exhaust fan I installed at the top of my case. The buzzing sound only occurs when I plug that exhaust fan directly into the powersupply I'm not sure if it is the fan or the powersupply.
