weird buzzing sound after new cpu

I just installed a new CPU into my computer on the 30th and after it got installed, I noticed a constant buzzing sound, it was actually pretty loud at start up, but then goes away to a faint buzzing noise once it gets to the desktop.

When I inspected what it could be, it sounds like its coming from the PSU or around there. I don't know much about computers, nor do I install anything myself. My brother installed the CPU for me and I don't think he did anything wrong, however.

The new CPU said it was 95W and the motherboard can handle 95W, and my power supply says it's a 500w, so I can't imagine that it would cause any issues...

And also, when I move my mouse, I noticed a slight clicking type sound (best I can describe)

I tried to google it and the best thing I could find is something called a coil whine? I youtubed it and it does sound very similar to what I'm hearing, but I'm not 100% sure that is what it is.

This noise... if it's not fixed, can it harm my computer? I have only had this computer for a year and I do not have the money for a new one, especially after getting a new CPU. (I got the CPU because I'm a gamer and I'm trying to upgrade my comp for a better gaming experience.) I do have a 700W PSU from Christmas, (I know, a long time to get it installed, but my brother has been blowing it off) but haven't had the chance to install it yet, and I do not dare to try to install it myself.

Anyway, if this isn't fixed right away, can it hurt/break my computer? I mean, before I got a new cpu, I had an issue for several months with the cpu fan making a really loud noise... now that I got the new one, I have no issues with that anymore.

It is most likely coil whine. Coil whine manifests itself under specific load conditions, so changing your CPU, for instance, may cause this to show up. (some GPU cards also have this issue). As you did not give us any specifications, I can't tell you anything more specific.

Changing the PSU out may relieve the issue, but in general it's not harmful, unless it indicates that your current PSU is stressed or near its maximum capacity. In that case you are advised to upgrade the PSU ASAP as that may cause harm to your components or may cause a fire due to overheating. Again, we'd be able to advise you better if we know makes and models of the PSUs, the processors, motherboards and GPU as well as what additional peripherals draw power from...
