[SOLVED] Weird changes on startup

So I turned on my pc to find it on airplane mode, restarted pc and now everything looks weird, link below shows what is going on.

I have never had this happen before. Hopefully the video explains my issue.

I just solved my problem. If anyone gets this I guess High contrast mode can turn on without you doing it. I just go in it and click turn off. I never turned it on tho so idk.
