Weird colored lines

First off, first time posting here but long time reader.
This is a newly built pc . Within a month or less. But recently whenever I watch a youtube video, a video in my library, or editing a video, I will get a black screen with tons of different colored lines. Sometimes it will go away and other times require a reset. This only happens when doing that. Playing games is totally fine. I was using the newest amd driver 13.1, but thought maybe it was driver issues so I installed 12.10 but same thing happens. GPU runs at 38C idle and about 52-60C load. CPU is water cooled with a water temp of 28C idle and 38C load and cpu temp is 18C idle and roughly 42C load. I will post my specs below. Just not sure what is going on. Faulty video card? Not really overclocking anything except the video card which came pre-oc'd. Thank you for the help!

I should note that it doesnt happen all the time, but it does happen more often than not.

There are tons of threads with this problem, i'm having it too, but we only have got the processor in common.
