Question Weird CPU clock speed

Under full load, why does my CPU not go above the base clock speed? Sometimes it does go to about 3GHZ under light load and about 1.8GHZ on Idle. Temperatures are quite high, but I bought a laptop cooler to help with that already. I already set my laptop to full performance mode in the Windows taskbar. Is there any reason this might be happening? Thanks for your help.

System :
APU = Ryzen 3 3200U (2.6GHZ Base clock)
RAM = 8GB Dual-channel DDR4 3200 MHz (4GB*2)
Storage = 512GB M.2 SSD

Please mention the make, model and SKU to your laptop. To add, what BIOS version are you on for your laptop? You spoke of loads, what are you taxing the laptop with? Speaking of loads, how are your temps for the APU looking when you see these sort of clock speeds?

1. My laptop is the Lenovo Ideapad L340-15API-81LW
2. Bios version = ARCN36WW (from Lenovo's website)
3. For "Light loads" I opened a single Chrome tab (google search) and task manager
4. Temps about 80°c with the laptop cooler, a toastier ~90°c without.
