Weird Discoloration - Cause of crashing?

Hey all,

Been having problems with my 4790k for months now, and just recently upgraded to a new MOBO and picked up a 8700k. So all is well with my new PC, but my I'm trying to be able to lend this problematic CPU to my father's PC (he's got an ancient build, can't run anything)

The whole cause of the failure of this CPU was because for months I didn't realize the cooler had failed and temps were steady at 99C for months.
Is this discoloration burn-marks/evidence of the problem? Is there ANYTHING at this point I can do to it to get it operating normal again? I'm open to any advice since this CPU is not being used, and I'm not banking on getting it to work for pops either.

If it properly throttled down as designed, it should have still been operating up until when you last powered it off....

Was it?

(Were there no signs of throttling/reduced performance if/when CPU was throttling that anyone noticed?)

If the CPU last known to be working other than throttling for a bad cooler, I'd slap on a new cooler, and see what happens....
 


It would blue screen usually at any resemblance of stress. Usually the error would be whea_uncorrectable_error, which is as far as I know, one of the most serious hardware related errors. The only way I could squeak out a few more months out of it was by OC it, which is what someone suggested to me on a thread here about it 4-5 months ago.

I've tried different coolers, nothing changes. It's the processor itself.
