Question Weird Distortion and Artifacts upon cold boot.

So, i recently got a cyberpowerpc (yes.. i know). And upon initial bootup, i had no issues whatsoever with my Boot screen looking distorted. But after some updating software for my m.2 and GPU. i started having this crazy distorted with static and artifacts across my screen upon a cold boot up and my bios looks the same.

Currently using a DP cable and this only happens on initial cold boot, never on a restart.. granted the PC is still on. I tried using a HDMI cable and i had no issues with initial cold boot and distorted and i was able to get into my bios no problem.
Tried everything from reseating my gpu, ram, CMOS. Tried a cold boot without my 3070ti and just with my IGFX and i had no problem with distortion.

I left my PSU unplugged over night and upon a cold boot this morning, i had no distortions and was able to get into my BIOS without an issue.

I am able to get into windows no problem whatsoever.
It's just that my issue is, i just payed a decent chunk for this computer and i don't got this issue. I'm not sure if it's a SERIOUS issue and really want to confirm if it is or not so i can send it back.

Mobo: Pro Z690-A DDR
GPU: EVGA 3070 TI

Is it possible to take the other side panel(rear) off and see what the make and model of your PSU is? On that note, if you're able to get into BIOS(regardless of artifacting) can you check and see what your BIOS version is? If you're able to get into OS GUI without much hassle, then use GPU-Z and see what the memory size is reported as. When you see the artifacting on a cold boot(and then getting into OS), do you see any errors flagged up in Device Manager?

Is this the motherboard you're working with?

Is this the motherboard you're working with?

PSU: Corsair rmx850
BIOS Version: E7D25IMS.110 and yes that's the MOBO i'm working with
Memory size: 8192 MB
Device Manager has no errors whatsoever on a cold boot.

Edit: Was using a 1080p screen when this was happening. I got my brand new 1440p monitor and haven't had these issues AT ALL when cold booting and trying to get into bios
