Question Weird dots all over certain programs

Every time I open certain programs, these weird dots appear progressively throughout the screen, making it increasingly annoying and unusable. The programs this happens to are Streamlabs OBS and Adobe Illustrator, I have tried reinstalling both, but it has done nothing, any suggestions/ideas?
