Weird Electronicswith My new Power Supply

Just built a brand new system. When I plug it into the surge protector at my desk I get no power to the Motherboard. Then I take the pc to a work bench and plug it in there and it powers up no problem. Take it back to my desk and it will power on. Shut down the system through the OS and it will not power back up until I take it back to my workbench. Once powered up at my work bench I can power off and plug it back into my desk's surge protector and it will then power up. It's like I need the outlet at my workbench to prime the pump. Once I've shut down through the OS it won't power up until I've pluged it in at my workbench.

What happens if you remove the surge protector from the picture. Will it power up everytime when plugged directly to the wall outlet?

You are correct the surge protector is the problem. Can I purchase a surge protector that is not a voltage bottleneck?
