Weird error after windows logon.

Just wanted to ask if someone has ever seen this error message:

Failed to initialize content. Code 45398876.
Please verify the reachability of the host.

I cannot find any reference to that specific error - nothing at all on Google Search.
It's the first time I've seen that error in my 20 years of using computers.

That's a bizarre error. Can you do the following for me?

Open Event Viewer by clicking the Start button, clicking Control Panel, clicking System and Security, clicking Administrative Tools, and then double-clicking Event Viewer.‌ If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

In the left pane, double-click Applications and Services Logs, browse to the specific program that had an error, and then review any error events for that program.
