Question Weird fan noise when playing a game with EVGA 2070 Super ?

A fan (guessing GPU) makes an odd sound when a game is active. Alt-tabbing lowers the sound, but going back raises the sound again.

Here's a video of the sound. At 5 seconds, I alt-tab into a game so you can hear the difference.

I've checked the wire connections and seen if there are any blockages. I dusted the PC just to be safe and it was still no help.
 
Video is down, so can't check for myself. But if it's a higher pitched buzzing sound, then it's likely just coil whine and is sadly very normal.

Usually from GPU, sometimes PSU, sometimes happens from specific combinations of GPU/PSU/MOBO.

If you crank the fans one by one without running a game/benchmark until the sound happens, then it's a fan.
If it doesn't, then yeah, likely coil whine.
