Weird Fiber (1Gbps) Internet Issue

I'm using ATT Fiber 1Gbps and I'm not sure whats going on. I have replaced cables (Cat7),rebooted,etc.
I'm using Win 10 with the latest Realtek drivers.

If I look at the ATT modem,it says I'm getting 980/985 for the speeds. If I check the properties of my adapter it has 1 Gbps. So It appears that I am getting the speeds and that the network card is working properly.

But...when I run a speed test,I only get 220/245 speeds on the results. Im not sure what else coul dbe causing the issues or if Speedtest is just being weird. Any ideas/Suggestions?

Solution
try to the modem. the best you can get TCP WAN-> LAN is around 940.
even a cheaper one should be higher. certain settings can change how packets are processed and bottleneck it.
Try a factory reset and only setup basic nat, dhcp.

if you run any services like vpn, IDS, QoS, traffic monitor, etc then I would suggest getting a x86 router to run pfsense or ipfire.
