Weird flickering in all of my games.

Couple months ago, all of the sudden, this object flicker started happening in ALL of the games that I play but not just in games but in general. I've formated my PC, wiped and reinstalled drivers but the problem was still there. It's really ugly and it's making my experience hell, to be honest. It was an older hardware and I thought maybe it's time to change gear. I replaced my:
-Monitor
-GPU
-CPU
-MB
-RAM
Only the Case and the HDD(500GB Hitach) remained because I was on a tight budged but the funny thing was that the problem STILL persists. I got Silent Hill 2 yesterday here is a screen.
Any help would be appreciated. Thanks!

It's connected via standard HDMI cable. The GPU itself, though, has 2xDVI slots + the HDMI. Sorry for the late reply.

I would think it would be well worth trying the DVI
