Weird flickering/refreshing taskbar

I already posted this to reddit but didnt get an answer yet.
I hope you can help me.

"My taskbar is constantly refreshing and I dont know how to fix it. Its been there from the moment I installed windows 10. I recorded a video for you, hoping you can tell me how I can fix that annoying problem.

Okay ive read some topics and this is closest to your problem.

1. Click the Start icon
2 .Type in regedit
3. Select regedit from the top of the result
4. Go to: HKEY_CURRENT_USER\Control Panel\Desktop
5. Edit ForegroundFlashCount
>> Find ForegroundFlashCount
>> Double click ForegroundFlashCount
>> Replace the value for Value Data with 1
>> Edit ForgroundLockTimeout
>> Find ForegroundLockTimeout
>> Double click ForegroundLockTimeout
>> Replace the value for Value Data with 0

6. Reboot your PC.
